Reciprocity

Alaska

State Electrical Licensing Requirements

Applicants for electrical journeyman and journeyman lineman need 8,000 hours of legally obtained experience in the trade subject to the National Electrical Code for electricians or National Electrical Safety Code for lineman. A notarized letter from a former employer or an Alaska based union attesting to experience is also required.

The state of Alaska has reciprocal agreements for Electrical Journeyman with the following states: Arkansas, Colorado, Iowa, Minnesota, Montana, Nebraska, New Hampshire, New Mexico, North Dakota, Oklahoma, South Dakota, Texas and Wyoming.

State Plumbing/Gasfitters Requirements

The maximum experience the board requires for an applicant to qualify to receive a journeyman plumber’s license is four years (6,800 hours) of practical experience.  An applicant for a master plumber’s license must furnish evidence of having obtained five full-time years (60 months/9,780 hours) of practical experience.

Reciprocity

Licensees from another state may be eligible for licensure by endorsement providing that the applicant possesses credential and qualifications that are substantially equivalent to requirements in Colorado for licensure by examination and you must provide verification.

Delaware

State Electrical Licensing Requirements

The Delaware Board of electrical Examiners issues licenses to apprentices, journeypersons, master electricians, master electricians special, limited electricians and limited electricians special. Master special and limited special licenses limit practice to certain specialties such as elevators or HVAC. The Board also licenses electrical inspection agencies.

Reciprocity

The Board of Electrical Examiners has determined the states that do and do not have licensure standards “substantially similar” to those of Delaware. Depending on whether your state is substantially similar or not determines what additional item(s) (if any) you are required to submit:

State Plumbing/Gasfitters Requirements

In Delaware, an individual may provide plumbing services without being licensed, if the individual is an apprentice, journeyman, mechanic or other person providing such services under the supervision of a master plumber who is the individual’s employer or who is employed full time by the same business entity as the individual.

Reciprocity

The following requirements apply to applications by reciprocity in addition to the requirements in the Requirements for All Applicants section above.

If none of the jurisdictions where you hold a current license has licensure standards that are “substantially similar” to those of Delaware, proof of experience is required. The table below shows whether to submit proof of experience.

Iowa has journeyman and master plumber licensing.

Reciprocity

In May 2016, the board approved its first reciprocity agreement with the South Dakota State Plumbing Commission.  The agreement allows persons who obtained their license on the basis of written examination to obtain a similar license without having to pass another exam in the other state.  This means that if you obtained a South Dakota plumbing license on the basis of written examination, you can submit an application for reciprocity to obtain an Iowa plumbing license without passing another examination for the state of Iowa.

Louisiana

Louisiana offers numerous types of licensing for commercial contractors conducting work in the state.

Reciprocity

Reciprocity agreements between the Louisiana State Licensing Board for Contractors and other state’s Licensing Boards allow a contractor to receive credit in Louisiana for approved classifications held with the reciprocal board without taking the Louisiana trade exam. State Plumbing/Gasfitters Requirements

Journeyman License:
To qualify for the Louisiana Journeyman Plumber exam, you must verify at least five years or 8,000 hours of work experience installing, repairing or maintaining plumbing systems. Once you obtain your journeyman plumber license, you may apply to take the master plumber exam.

Master Plumber License:
An applicant must hold a current Louisiana Journeyman Plumber License or a current restricted Louisiana Master Plumber License or a Louisiana Professional Engineers License with five years of experience in plumbing.

Reciprocity

Louisiana does not have any reciprocity agreements with other states; however, if you have a valid plumbing license in another state, you can use it to qualify to take the journeyman plumber exam in Louisiana in lieu of the required vouchers. Once you obtain your journeyman plumber license, you may apply to take the master plumber exam.

State Plumbing/Gasfitters Requirements

Maryland licenses and regulates plumbers and gasfitters through the State Board of Plumbing. As of October 1, 2000, the Board issues natural gas fitter licenses to qualified individuals who are non-plumbers. Both of these types of licenses are required for work throughout Maryland, except for Baltimore County and the areas served by the Washington Suburban Sanitary Commission (WSSC) since these two jurisdictions issue their own licenses and have their own plumbing code. The State Plumbing Board also issues a certificate to qualified individuals, who are non-plumbers, to provide propane gas services throughout the State.

Reciprocity

The State Plumbing Board may issue a reciprocal master or journeyman license to plumbers who are currently licensed in Baltimore County or WSSC. To qualify for reciprocation from WSSC or Baltimore County, you must hold both the plumbing and gas portion of the license.

Maryland has a reciprocity agreement with Delaware. For the master plumbers and gasfitters license only you can apply online or call the State Board of Plumbing for an application.

Individuals who hold a current journeyman or master gasfitter license from Baltimore City, Baltimore County or WSSC may obtain a like State Natural Gas Fitter’s license.

Massachusetts offers a variety of license types for master and journeyman plumbers and gasfitters.

Reciprocity

Massachusetts will recognize another state’s license if the applicant meets the following requirements:

  1. Submit a completed application and the appropriate fee to the Board with documentation sufficient to demonstrate that the out of state license has been active for not less than the three years immediately preceding the date of application and documentation from the issuing jurisdiction that the requirements for obtaining and maintaining the license are substantially equivalent to the requirements in the Commonwealth of Massachusetts.
  2. Submit a statement certified by the Keeper of Records of the issuing jurisdiction that such license is current, in good standing, and that there is no pending disciplinary action relating to the license.

Michigan

State Electrical Licensing Requirements

Michigan has licensing for electricians. In order to perform electrical wiring in Michigan, a person must be a licensed electrician or a registered electrical apprentice. Licensing is managed by the Department of Licensing and Regulatory Affairs’ Bureau of Construction Codes.

Reciprocity

Michigan does not have any reciprocal agreements with any other states for electricians. Electrical licenses are only granted to applicants after passing an electrical examination and payment of the licensing fee.

Michigan licenses journeyman and master plumbers and gasfitters, as well as contractors. Licensing is managed by the Department of Licensing and Regulatory Affairs’ Bureau of Construction Codes.

Reciprocity

A person who is licensed as a journey or master plumber in another state or country may qualify for examination upon determination by the Bureau of Construction Codes that the license was obtained by the person through equivalent requirements as those of Michigan.

State Electrical Licensing Requirements

The Office of Statewide Electrical Contractors (office) began accepting applications for licensure as an electrical contractor. All Missouri electrical licenses are only valid in Missouri, including the electrical contractor license. The Office of Statewide Electrical Contractors plans to get reciprocity agreements with other states.

Montana licenses journeyman and master plumbers. To qualify to sit for the examination for a journeyman license, you must have five years of experience in plumbing or completion of an approved apprenticeship program. To qualify to sit for the examination for a master license, you must have four years of experience as a licensed journeyman plumber with three of those years either working for a master plumber or in a supervisory capacity. Plumbers are not currently regulated by the state of Nebraska. However, contractors need to register to do business in Nebraska. A contractor is any person who engages in the business of construction and includes subcontractors, general contractors, and any other person arranging for the performance of work on real property.

While local municipalities and counties may require a license and/or fee to perform work, they cannot require an examination in addition to the state electrician examination.

Texas offers reciprocity for master electricians with Louisiana (state contractor’s license) and North Carolina (master electrician or unlimited electrical contractor).

State Plumbing/Gasfitters Requirements

Louisiana & Arkansas Journeymen with gasfitter licensees in good standing are now eligible to obtain the equivalent license in Texas.

Reciprocity

The Texas State Board of Plumbing Examiners considers reciprocity on an individual basis. If licensed in another state, the applicant must submit a letter on official letterhead from that state’s licensing authority stating that the individual has a valid journeyman or master plumber license. The letter must also include the length of time the license has been held, whether or not the license is renewable and whether or not the person has any complaints or disciplinary actions against them in that jurisdiction.

Reciprocity

Rhode Island offers reciprocity to out-of-state applicants who can show that they hold licensure equivalent to the state’s standards. Pennsylvania

State Electrical Licensing Requirements

Pennsylvania does not have state-wide licensing requirements for electrical craft professionals or contractors. Licensing requirements are a function of local county or municipal government.

Some of Pennsylvania’s municipalities have established local licensure or certification requirements for contractors or construction trades people. Typically, these requirements pertain to home improvement contractors, electrical contractors and plumbing contractors. Since Pennsylvania has no jurisdiction in this matter, the Department maintains no records concerning municipalities that have established licensure or certification requirements. This information can only be obtained by contacting the municipality where construction work will occur.

State Plumbing/Gasfitters Requirements

Pennsylvania does not presently regulate or license plumbing contractors, journeyman or apprentices.

In 2015, an effort is underway to introduce a bill in the Pennsylvania House of Representatives to regulate the plumbing trades through the Department of Labor and Industry. The proposed legislation will allow the existing plumbing licensing programs in Allegheny and Philadelphia Counties to continue.
